In brief

  • The NSPA ePortal (eportal.nspa.nato.int) is the login point to NSPA eProcurement: company profile and users, eBid electronic bidding for supply, restricted solicitations and electronic submission of bids.
  • Access comes with registration in the NSPA Source File, the agency's database of past, present and potential vendors. NSPA creates the eProcurement vendor account when it registers the company. Source File registration is free of charge.
  • NSPA procurement is normally limited to firms in NATO member nations. Companies from other countries may take part only in the cases NSPA lists, for example sole source purchases.
  • An NCAGE code, an NMCRL record or an account on NCIA Neo eProcurement does not register a company with NSPA: the Source File is a separate process.

What the NSPA ePortal gives a supplier

NSPA is the NATO Support and Procurement Agency. Its procurement runs through eProcurement, and the ePortal is where a registered supplier logs in. After login a supplier can:

  • review and update the company profile and its users;
  • bid electronically for supply requirements through eBid;
  • see restricted solicitations;
  • submit bids electronically.

For requirements above the small value threshold, NSPA only accepts offers submitted via the e-Procurement Portal. The company's Master Administrator User manages the organisation data and users. Keyword notifications are set up separately for each type of notice: Future Business Opportunities (FBO), Notifications of Intent (NOI) and Requests for Proposal (RFP).

Who can register in the NSPA Source File

NSPA procurement is normally limited to firms or governmental services located in NATO member nations. Companies from nations outside NATO may be allowed to participate in these cases:

  • sole source cases;
  • non-NATO nations that are associated members of NSPO Support Partnerships;
  • non-NATO nations contributing to NATO Trust Funds;
  • non-NATO nations with troops participating in NATO-led operations.

Each FBO and RFP indicates which non-NATO nations' industry may take part. For a company outside NATO we check the applicable case and the specific notice before filing.

What NSPA checks

NSPA bases eligibility on legal residency, national eligibility status, present capability, financial standing and past performance. After receiving the application, NSPA validates the company's status with the competent authorities of its country of residence. Registration in the Source File is necessary to be invited to a solicitation and for a bid to be evaluated and considered for award.

NCAGE, NSN and DUNS for NSPA

  • NCAGE. NSPA recommends that companies obtain an NCAGE code from the National Codification Bureau of their country. Each office is registered separately and needs its own CAGE code. See NCAGE code registration.
  • NSN. An NSN is not required for Source File registration. If your products are already codified, NSPA asks for the list of codified items. See NATO codification and NSN.
  • DUNS. If a buyer or another procurement portal asks for a D-U-N-S number, see DUNS number for your company.

How we register you: step by step

  1. Questionnaire and free check. From the questionnaire we check for free whether your company already has an NCAGE code and which NSPA eligibility case applies to it.
  2. NCAGE code. If the company or one of its offices has no code, we obtain it through the national codification bureau first.
  3. Source File application. We prepare the company data, capabilities and, if available, the list of codified items, and file the application with NSPA.
  4. Validation. NSPA checks the company with the authorities of its country of residence. We answer NSPA's questions and supply missing documents.
  5. eProcurement account. We help the Master Administrator User set up the profile and users and the keyword notifications for FBO, NOI and RFP notices.
  6. First solicitation. When a suitable notice appears, we prepare documents to meet the portal requirements and guide you through the eBid or electronic submission stages.

Why NSPA registrations stall

  • The company has no NCAGE code, or the code belongs to a different office or address.
  • The company is located outside NATO and none of the listed participation cases applies.
  • The company registered on NCIA Neo or on the NATO Headquarters portal and assumed this covers NSPA.
  • An offer above the small value threshold was sent outside the e-Procurement Portal.

Other NATO procurement portals

The NATO procurement "front door" lists open opportunities from five NATO entities: NATO HQ, ACT, ACO, NSPA and NCIA. Each entity has its own registration:
